The article considers features of administrative responsibility of citizens, driving vehicles, identifies a number of problems of its implementation in the modern stage of development of state and society. Proposed a number of measures and mechanisms to reduce the number and gravity of offences that endanger the safety of traffic and operation of vehicles, as well as the obligations and limitations that should be imposed on citizens, Vehicles operating in a manner that permits the application of rough or systematic rules for the movement and operation of vehicles.
