Introduction: Public procurement is a public function that ensures the implementation of the powers of the state apparatus, and is executed through a government contract. The social relations that arise in this case play an important role in the conditions of a multi-layered Russian economy, for example, they allow implementing state programs, meeting the departmental needs of state bodies, etc. At the same time, they require high-quality institutional (economic, organizational, legal, managerial) support. Economists have made many attempts to create a unified system for evaluating the effectiveness of the contract system, but at the moment there is no official methodology for determining the effectiveness of public procurement. Therefore, there remains a need to develop such a methodology that would allow evaluating both the effectiveness of an individual purchase or a set of procurement procedures, and the integrated effectiveness of the procurement mechanism. The determination of the methodological and criteria apparatus for the effectiveness of public procurement affects the assessment of the quality of the relevant system, as well as the development of the organizational architecture of procurement for government, including departmental needs of the Ministry of Internal Affairs of Russia. Materials and methods: The research materials were scientific articles by scientists, norms of Russian legislation, departmental acts: the Ministry of Internal Affairs of Russia, the Minister of Defense of the Russian Federation, the Federal Antimonopoly Service of Russia, Rosarchiv, Rosnedra, the Federal Tax Service, the Ministry of Economic Development, the report of the Accounting Chamber of the Russian Federation, the practice of OECD countries in the field of result-oriented budgeting, materials of the practice of the European Union in the field of public procurement. In the course of the study, a dialectical method was applied, an analysis of scientific, international and regulatory sources was carried out, methods of generalization and grouping of data were used, as well as hermeneutic, descriptive, formal-logical, formal-legal, comparative-legal, systemic-structural and heuristic methods. The results of the study: prove the urgent need to unify the legal regulation of the methodology for evaluating the effectiveness of the execution of a state contract for the needs of the Ministry of Internal Affairs of Russia, and state the absence of departmental rulemaking in this area. The author suggests using the modern scientific concepts and paradigms defined in the article, as well as the best international and Russian practices, which can become a methodological basis for creating a departmental system of evaluation criteria characterizing the effectiveness of public procurement for the needs of the Ministry of Internal Affairs of Russia, for issuing appropriate orders and implementing a system for automating the process of evaluating the effectiveness of government contracts concluded for the needs of internal affairs bodies and organizations that are part of the system of the Ministry of Internal Affairs of Russia. Findings and Conclusions: The analysis made it possible to identify existing gaps in departmental rulemaking in the context of the methodology for evaluating the effectiveness of the execution of a state contract for the needs of the Ministry of Internal Affairs of Russia, proposals are being made for the development and regulatory consolidation of a methodology for evaluating the effectiveness of procurement for the needs of the Ministry of Internal Affairs of Russia and its criteria. At the same time, actively realize the potential of a dynamically developing digital transformation and apply it to automating the process of evaluating the effectiveness of purchases for the needs of the Ministry of Internal Affairs of Russia by creating an information and analytical system using "artificial intelligence" algorithms to evaluate the effectiveness of the execution of government contracts concluded for the needs of internal affairs bodies and other organizations included in the system of the Ministry of Internal Affairs of Russia.
