Abstract and keywords

Abstract (English):
Despite all the efforts of the leadership of the NKVD-MVD of the USSR in the postwar period in a number of departments of internal Affairs located in Western Siberia, met the facts of criminal activities of certain policemen. This was made possible due to the weak personnel selection, insufficient material incentives, formally put educational work among the personnel. The excessive isolation of the law enforcement system from the public compounded this problem. Crimes of self-serving, committed by employees of the internal Affairs discredited the entire Soviet system in the eyes of Soviet citizens. The measures taken could not solve the complex issue of criminal encroachments on law enforcement officials.
