The article tells about the activities of Russian consuls in the provinces of Manchuria in the early twentieth century. Described by the reaction of diplomatic bodies of the Russian Empire to foreign penetration in the north-eastern China, the activities of provincial Chinese officials and Chinese military efforts along the Russian-Chinese border[‡‡‡‡].
