В повседневной оперативно-служебной деятельности экспертно-криминалистических подразделений органов внутренних дел Российской Федерации при производстве экспертиз холодного и метательного оружия зачастую возникают вопросы об относимости объектов к категории холодного короткоклинкового оружия по критерию оценки травмобезопасности рукояти, связанные с некоторыми противоречиями в оценке размерных характеристик их параметров и результатов экспертных экспериментов. Автором проанализирован имеющийся опыт производства данного вида экспертных исследований на базе экспертно-криминалистических подразделений ГУ МВД России по Иркутской области. Рассмотрены причины возникновения данных противоречий и предложены отдельные рекомендации по вопросу внесения изменений в методику оценки травмобезопасности рукоятей.
In the daily operational activities of the territorial internal affairs bodies of the Russian Federation, for the purpose of solving and investigating crimes, habitoscopic (photo, video, card indexes of photo-composite portraits) records of persons of operational interest, incl. using automated information retrieval systems. The author analyzed the existing experience of accounting on the basis of the AIPS “Portrait” using direct video recording of the sub-accounting element, carried out on the basis of the forensic units of the Main Directorate of the Ministry of Internal Affairs of Russia in the Irkutsk Region. The positive experience of conducting preliminary identifications with the presentation to eyewitnesses of crimes committed not only of static photographic images of registration cards, but also of the video recordings of specific suspects themselves, which made it possible to improve the quality of identifications. Separate recommendations are offered for organizing this type of operational activity
